A mainland licence issued by the Department of Economy and Tourism lets you trade directly with customers anywhere in the UAE, open branches in any emirate, and bid for government tenders — commercial freedoms a free zone entity does not have.
Mainland formation runs through the Department of Economy and Tourism and has one requirement free zones do not: a physical office registered with Ejari. Since the 2021 amendments, the large majority of commercial and professional activities permit full foreign ownership with no local partner.
